Background
Mr. Solorza was employed by the City of Los Angeles Department of Transportation from July 1985 to June 1986. As a student engineer with the Bureau of Traffic Operations, City Wide Investigations Division, he performed engineering aide work in the investigation of "B" Permits, investigating completed "B" Permit projects to analyze and determine traffic control measures that would be required in order to finalize the project so that the permittee could be invoiced.
From June 1986 to August 1987 Mr. Solorza was employed by the firm of Lind and Hillerud, Inc. as a civil engineering assistant. His responsibilities included the design, preparation and processing of sewer plans and water plans for land development projects.
From August 1987 to March 1988, Mr. Solorza was employed by the firm of Kenneth I. Mullen, Consulting Engineers, Inc. as a design engineer. His responsibilities included the design of water distribution systems for municipal engineering projects, as well as assisting in the design of reservoirs and hydropneumatic pump stations.
From March 1988 to the present, Mr. Solorza has been employed by the firm of Civiltec Engineering, Inc. His primary responsibilities are as a staff engineer and project manager involved in the preparation and processing of improvement plans and specifications for municipal engineering and land development projects. In particular, Mr. Solorza is responsible for the preparation and processing of grading and drainage plans, erosion control plans, street plans, storm drain plans, sewer plans, water plans, street lighting plans, hydrology studies and hydraulic calculations, as well as being involved in the preparation of tentative maps for subdivision projects, final tract maps, and final parcel maps. Mr. Solorza is responsible for taking subdivision projects from tentative approval by the governing agency through to the obtaining of clearances for final map recordation.
Mr. Solorza has been the project manager and designer for municipal engineering, land development, and federal design-build projects throughout the southern portion of the State of California. Project locations have ranged from the cities of Chula Vista, Oceanside, Carlsbad and Ramona in San Diego County, to the City of Brisbane in San Mateo County. Other locations have included a variety of cities and unincorporated areas in Los Angeles County, as well as Riverside, San Bernardino, Orange, Kern, Santa Clara and Fresno Counties.
In conjunction with the processing of improvement plans for a variety of municipal, residential, commercial, and industrial projects, Mr. Solorza is very familiar with the utility notification process and coordinating projects with utility companies, as well as any other agency that may have an interest in the project. Mr. Solorza also has experience in various permitting processes, including obtaining Caltrans encroachment permits, U.S. Army Corps of Engineers section 404 permits and the preparation of N.O.I.’s and S.W.P.P.P.’s in conjunction with construction and industrial N.P.D.E.S. permits.
