Background
Mr. Byrum was employed by the California Institute of Technology (Caltech) in Pasadena California from 1975 to 1979. At Caltech, he was involved in experimental research of sewage outfall systems, stratified flows, cavitation, sediment transportation and tsunami studies.
From 1979 to 1984, Mr. Byrum was employed by the City of Arcadia, a city with a population of approximately 45,000 in California. Mr. Byrum was employed in the Engineering department. His responsibilities included the administration of street reconstruction and storm drainage projects, assessment districts, and all phases of new subdivisions from preliminary plans to final inspections.
From 1984 to 1992, Mr. Byrum was employed by a private consulting firm, as Principal Engineer and Vice-President. His responsibilities included water system studies and master plans, sewer system studies, assessment district proceedings and plans and specifications for groundwater wells, booster pump stations, hydropneumatic pump stations, sewage pump stations, pipeline projects and reservoir design.
Mr. Byrum is now Vice-President of Civiltec Engineering, Inc. His primary responsibilities are master planning of water, sewer and storm drain systems, design and project management of water facilities, sewer facilities, storm drain facilities and roadways, construction management, valuations and assessment district proceedings. Mr. Byrum is also responsible for design and construction management of steel and concrete reservoirs, booster and hydropneumatic pumping stations, pipelines, sewage lift stations and surge and cathodic protection facilities.
Recent Project Experience
Groundwater Wells
Mr. Byrum has recently completed wells for Santa Clarita Water Company and San Bernardino Valley Municipal Water District (SBVMWD), both in California. The two SBVMWD facilities were each 1,000 hp, 5,000 gpm wells including site piping, vaults, buildings and variable frequency drive units. All
equipment was pre-purchased to expedite construction. A hydraulic computer analysis was performed for the piping system as well as a surge analysis.
Pump Stations
Mr. Byrum has been responsible for the design and construction management of numerous pump stations including two 9 cfs pump stations and a 32 cfs pump station. One of the pump station projects involved boosting an import source of low nitrate water to be blended with high nitrate groundwater. The County Health Services Department was involved in approval of an in-line static mixer and pump combination methods to achieve an acceptable nitrate content.
Pipelines
Mr. Byrum has been responsible for the design and construction management of several pipeline projects including approximately 60,000 linear feet of various sized pipelines for various California water companies.
Reservoirs
Mr. Byrum has been responsible for the design and construction management of several steel and concrete reservoir projects. The most recent reservoirs built have been a 500,000 gallon steel reservoir for the Los Angeles County Water Works Department, a 3.0 mg concrete reservoir, and two 5.0 mg steel reservoirs.
